Question:

70 Mr. Connaughton asked the Minister for the Marine and Natural Resources the reason the official announcement concerning the Corrib gas find off the County Mayo Coast has not been officially made; the further reason plans for the distribution network throughout the west has not been announced; if a company (details supplied) has approached his Department or the Department of Finance for a financial commitment towards the cost of bringing the pipeline to towns and villages in the west; and if he will make a statement on the matter. Enterprise Energy Ireland and its partners Statoil Exploration (Ireland) Limited and Marathon notified me on 11 January 2001 that they had established the commerciality of the Corrib field. My Department issued a press release on the matter on 16 January 2001 and I have arranged for my press office to send a copy to the Deputy.

With regard to the distribution of gas throughout the west, I would point out that the configurations of distribution downstream pipelines is a matter in the first instance for BGE, the Minister for Public Enterprise and the Minister of State at that Department. For more detailed information on the current position in the matter I would refer the Deputy to my reply to Question No. 11 of 8 February 2001.

Question:

71 Mr. Ring asked the Minister for the Marine and Natural Resources if, with regard to his press releases of 16 January 2001 and the notification by companies (details supplied) for commerciality of the Corrib gas field, he will give the reason no notification of deadlines for submissions or observations were advertised in the local or national press; and the actual deadline date for submissions by the public to the petroleum affairs division of his Department. Question:

72 Mr. Ring asked the Minister for the Marine and Natural Resources if a final pipeline route is required for the plan of development which accompanies the application to the petroleum affairs division of his Department for a petroleum lease; if the proposed pipeline route is still to be finalised in Rossport, Ballina, County Mayo, as the plan of development has already been submitted on 11 January 2001 by Enterprise Energy Ireland its co-venturers according to a press release. I propose to take Questions Nos. 71 and 72 together.

Enterprise Energy Ireland, EEI Limited, acting as operator for the proposed development of the Corrib gas field having recently declared the field commercial have applied to me for a petroleum lease to develop it. This lease has not yet issued but I expect that I will be in a position to do so within the coming weeks.

On receipt of a petroleum lease, EEI must then apply to me for approval for the working of the petroleum at which stage their plan of development, accompanied by an environmental impact statement, both of which have already been submitted to me will be examined in my Department before I will be in a position to issue approval in respect of the development. At that stage EEI will be obliged to publish in at least one daily newspaper published in the State a notice stating, inter alia, that it has applied to me for approval for the working of the petroleum indicating the location and nature of the proposed working and also that an environmental impact statement has been prepared and submitted to me in respect of the proposed working. EEI must name a place where a copy of the environmental impact statement may be inspected or purchased by any interested person specifying the time and the period, being the prescribed period, during which the environmental impact statement can be inspected or purchased. During the prescribed period any person may make a submission or observations to me in relation to the effects on the environment to the proposed working.

The plan of development to be examined by my Department in connection with my approval for the working of the petroleum contains details of a proposed onshore pipeline route passing through Rossport, County Mayo leading to a proposed terminal site at Bellanaboy Bridge some eight kilometres away. The route of this pipeline will not be fixed until I have considered all the technical and environmental aspects of the proposed route and I give my final approval to it.

Question:

73 Mr. Ring asked the Minister for the Marine and Natural Resources if technology is available to process gas at sea from the Corrib gas field off the Mayo coastline rather than building a gas processing terminal covering 60 acres in a highly environmentally sensitive area. [4338/01]

Technology is available to process gas offshore on a gas field such as Corrib. However this would not eliminate the need for an onshore terminal and such a terminal would have all the essential features of a terminal in circumstances where there is no offshore processing. These features would include a flare stack, provision for storage of liquids, provision for installation for compressors and facilities for discharging produced fluids, although the volume of produced fluids discharged from an onshore terminal where there is offshore processing would be much less. Offshore processing for the Corrib gas field is not the preferred development option as it would mean that production would be weather sensitive and there would be greater capital and operational expenditure compared to a subsea development. In addition there would be increased safety concerns as the offshore facilities would have to be manned.

74 Mr. Ring asked the Minister for the Marine and Natural Resources if his attention has been drawn to the fact that technology to recover and process gas at greater depths and harsher sea conditions than those found in the Corrib field is already employed by a company (details supplied) and other companies in Norwegian waters. I am aware that technology exists to exploit petroleum at deeper and more unfavourable environments than that which pertains in the Corrib field.
