Question:

137 Mr. Haughey asked the Minister for Public Enterprise the authorities, agencies, organisations and institutions established by legislation which are ultimately accountable to her Department and which deal with issues which were once the responsibility of her Department; the year of their establishment; the most recent annual budget of each body; and if she will make a statement on the matter. [4564/01]

The information sought by the Deputy in relation to the authorities, agencies, organisations and institutions established by legislation are as set out as follows. Annual reports and accounts for the various bodies are published and are a matter of public record.

The Irish Aviation Authority – IAA – was established in 1994. In 1998, pursuant to the Air Navigation and Transport (Amendment) Act, 1998, the three State airports were vested in Aer Rianta cpt., and certain functions relating to the management, operation and development of the airports which were previously exercised by the Minister were formally assigned to the company.

The Aviation Regulation Bill, 2000, has been forwarded to the President for signature. The purpose of the Bill is to establish the Commission for Aviation Regulation. When formally established, the commission will be funded by a levy imposed on the regulated industry. Until such time as it is funded by the levy, my Department will provide all necessary funding and resources which will be repayable by the commission to the Department.

The Office of the Directory of Telecommunications – ODTR – was established in 1997 while the Radiological Protection Institute of Ireland – RPII – was established in 1992. The Commission for Electricity Regulation was established in 1999. The commission is legally independent in the performance of its functions and is accountable to a joint committee of the Oireachtas in relation to such performance.
