Question:

285 Mr. Creed asked the Minister for the Environment and Local Government the assistance which is available from his Department or any other sources, financial or otherwise to assist individuals with the establishment of recycling enterprises. [4482/01]

Under the National Development Plan, 2000-2006, £100 million in Exchequer and EU assistance has been earmarked to support the implementation of waste management plans and the delivery of waste management infrastructure.

Reflecting the need to give effect to the waste hierarchy, grant assistance will be available towards the capital cost of collection and recycling facilities, including civic amenity sites, material recovery centres and biological treatment facilities, provided for in regional and local plans. Details of this grants scheme and other possible supporting initiatives are being finalised at present and will be published shortly.

Support for appropriate recycling initiatives is also forthcoming from local authorities and other State agencies, for example, Enterprise Ireland. I will further address the question of financial supports for the development of recycling and reprocessing infrastructure in the forthcoming policy statement on waste prevention and recovery.
