109 Mr. McCormack asked the Minister for Agriculture, Food and Rural Development the proposals, if any, he has to streamline the administration of the REP scheme; and if he will make a statement on the matter. [6424/01]

The administrative provisions for the REP scheme are designed to ensure conformity with EU regulatory and audit requirements. The scheme is 75% co-funded by the EU, and ongoing funding is contingent upon adequate procedures being in place to ensure that monies are properly expended. The new REP scheme came into operation on 27 November 2000. In the context of undertakings in the Protocol on Direct Payments to Farmers, my Department ensures that the new scheme documents include a simplified summary of the rules along with appropriate helpsheets-checklists-guidelines to assist applicants. The protocol also includes payment target dates and inspection arrangements for the REP scheme. A committee chaired by an independent chairman has been established to monitor and review the implementation of the protocol.
