Question:

25 Mr. O'Keeffe asked the Minister for the Environment and Local Government if the Government supports the ratification and entry into force of the Kyoto Protocol by 2002; if he expects this to happen, in view of the latest American policy reversing limits on emissions of carbon monoxide; and the reaction of the Government and the European Union to this change of policy bearing in mind its implications for the Kyoto Protocol. 47 Mr. Broughan asked the Minister for the Environment and Local Government the implications for environmental policy of the decision announced by the US President, that the United States will not implement the Kyoto Treaty; if he has made any representations to the US authorities; and if he will make a statement on the matter. 57 Mr. Higgins (Dublin West) asked the Minister for the Environment and Local Government if he intends to contact the United States administration to ask it to reconsider the decision not to implement the terms of the Kyoto Treaty on global warming. [10006/01]

I refer to the reply to Priority Question No. 1 of today's Order Paper.

Entry into force of the Kyoto Protocol is dependant on ratification of the protocol by not less than 55 parties to the United Nations Framework Convention on Climate Change, incorporating parties included in Annex I, that is, developed countries, which accounted in total for at least 55% of the total carbon dioxide emissions for 1990 of the parties included in Annex I. While entry into force is legally possible in the absence of US ratification, it is desirable for all Annex I parties to ratify the protocol and the EU and Ireland will continue to work to this end.
