77 Mr. Browne (Carlow-Kilkenny) asked the Minister for Agriculture, Food and Rural Development the reason for the necessity for farmers to pay the swift post fee of £2.30 when applying for area aid even though there is no urgency with the application. [10320/01]

My Department has introduced these postal arrangements to give applicants a guarantee of delivery. The Swiftpost receipt issued by An Post provides applicants with proof that their area aid application has been submitted. This receipt will be given to applicants automatically on payment of the Swiftpost fee in their post office.

Of course, should they prefer, farmers may lodge their applications at any of the Department's offices where they will also be issued with a receipt.
