As the Deputy is aware, the Government's national child care policy has assigned county-city child care committees as the key local component in the development of a co-ordinated approach to quality child care. The county-city child care committees are charged with the responsibility for the effective inclusion of child care needs within the county-city development plans being drawn up by the county and city development boards. The county-city child care committees will work closely with the county development boards. Each committee will develop a county-city child care plan, 2001 to 2006, which will cover the direction set out by each committee based on a shared vision and analysis of the needs within each city-county area.
The structure of each committee is broadly based and representative of the key stakeholders in each area and is balanced to include representatives from the statutory sector, the social partners, local development-partnership groups, national voluntary child care organisations, parents and child care providers.
A core budget of up to £50,000 is available, from my Department, to each county-city child care committee towards the administration and co-ordination costs of each committee.
I have outlined, for the information of the Deputy, the up to date position on each county-city child care committee in the following table. The Deputy will understand that the work of the county committees has been delayed in some counties arising from the cancellation of meetings due to the foot and mouth crisis.
