125 Mr. Kenny asked the Minister for the Environment and Local Government if he will outline best policy practice in relation to pothole and road maintenance; the way in which crews are expected to provide a quality service on waterlogged and potholed roads with only cold tar and chips and without water suction equipment, tar heating equipment or tamping down equipment; and if he will make a statement on the matter. Guidance on flexible pavement construction was issued to local authorities in February 1995 setting out in detail the best practice in relation to pothole repair to be followed by them. My Department issued guidelines for the selection of velocity patching units to local authorities in May 1998 and provided grant assistance to a number of local authorities towards the cost of the purchase of these patchers in recent years.
