218 Cecilia Keaveney asked the Minister for Agriculture, Food and Rural Development if the Teagasc factory permit could be used to cover mares being taken to stallions in view of the large expenses incurred with the present arrangements; and if he will make a statement on the matter. [13616/01]

In order to protect against the spread of foot and mouth disease it is necessary to ensure that all movement of animals takes place under rigid control arrangements. All of the current arrangements, including the arrangements for the movement of horses for breeding, were carefully developed on the basis of advice from the expert group. It is considered that the arrangements that apply in these circumstances are necessary and work well.
