Question:

301 Mr. Perry asked the Minister for Social, Community and Family Affairs if he will intervene on behalf of a person (details supplied) and grant him an immediate transfer to offices in Sligo; and if he will make a statement on the matter. [15624/01]

The officer in question was appointed to a permanent post in the Dublin offices of my Department on promotion to executive officer. He was assigned from a panel set up by the office of the Civil Service and Local Appointments Commissioners, following written competition and competitive interview. He took up his appointment on 16 April 2001 and applied to transfer to Sligo on 19 April 2001.

There is no agreed system of transfer at executive officer level which is essentially a promotional grade. Vacancies at this level are filled in accordance with a centrally agreed series, with agreed liabilities to both internal promotion panels and promotion from the Civil Service and Local Appointments Commissioners panel.
