Question:

59 Ms O. Mitchell asked the Minister for Agriculture, Food and Rural Development the regulations or other statutory provisions which apply to the export of live horses. [17934/01]

Council Directive 90/426EEC lays down the animal health conditions governing the movement of live horses between member states. This provides for an intra-community trade health certificate signed by the competent authority together with proof of identity, passport-verified marking sheet, for each horse travelling.

A tripartite agreement is in place for the movement of registered horses between France, Ireland and the UK. Under this agreement registered horses may travel between these three countries by presentation of their passport(s) or marking sheet(s). Unregistered horses travelling to France, the UK and all other member states require an intra-community trade health certificate as above. As regards the export of horses to third countries, the requirements are laid down by the competent authority of the importing country.
