230 Mr. Gormley asked the Minister for Foreign Affairs the Government's status regarding the signing and ratifying of conventions and protocols for combating terrorism (details supplied); and the dates of the signing and ratifying of these conventions and protocols. [22398/01]

Convention on Offences and Certain Other Acts Committed on Board Aircraft – Tokyo, 14 Sep tember 1963, Signed: 20 October 1964, Ratified: 14 November 1975; Convention for the Suppression of Unlawful Seizure of Aircraft – The Hague, 16 December 1970, Ireland became party to the Convention on 23 November 1975; Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation – Montreal, 23 September 1971 – Ireland became party to the Convention on 12 October 1976; Convention on the Prevention and Punishment of Crimes Against Internationally Protected Persons, including Diplomatic Personnel – New York, 14 December 1973 – Ireland is not yet party to this Convention; Convention against the Taking of Hostages – New York, 17 December 1979 – Ireland is not yet party to this Convention; Convention on the Physical Protection of Nuclear Materials – Vienna 03 March 1980 – Signed: 13 June 1980, Ratified: 6 September 1980; Protocol for the Suppression of Unlawful Acts of Violence at Airports Serving International Aviation, complementary to the Convention for the Suppression of Unlawful Acts against the Safety of Aircraft – Montreal 24 February 1988, Signed: 29 July 1988, Ratified: 25 July 1991; Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation – Rome 10 March 1988 – Ireland is not yet party to this Convention; Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms on the Continental Shelf – Rome 10 March 1988 – Ireland is not yet party to this Protocol; Convention on the Marking of Plastic Explosives for the Purpose of Detection – Montreal 01 March 1991 – Ireland is not yet party to this Convention; International Convention for the Suppression of Terrorist Bombings – New York, 15 December 1997 – Signed, subject to ratification: 29 May 1998; International Convention for the Suppression of the Financing of Terrorism – New York, 9 December 1999 – Ireland is not yet party to the Convention. At its meeting on 2 October the Government authorised the signature, subject to ratification, of this Convention.

In line with Security Council Resolutions 1368 of 12 September 2001 and 1373 of 28 September 2001 and the Conclusions of the Extraordinary meeting of the European Council on 21 September, all relevant Departments are giving urgent attention to the question of accession to the outstanding conventions, including the preparation of any necessary legislation. Particular attention is being given in this regard to the International Convention for the Suppression of the Financing of Terrorism.
