I propose to take Questions Nos. 173 and 177 together.

I refer the Deputy to my response to Parliamentary Questions Nos. 707 and 710 of 6 November 2001 and to Parliamentary Question No. 453 of 16 October 2001 in which I addressed the specific issues raised in his questions.
