Question:

204 Mr. J. O'Keeffe asked the Minister for Foreign Affairs the procedures in place to enable the declaration on the passport application or renewal form to be completed by a resident of Northern Ireland seeking Irish citizenship in a situation where such applications cannot readily be completed at a Garda station. [29026/01]

In such circumstances, Irish citizens should complete a PAS 3 application form and have section 8 of the form witnessed and certified by one of the following who must not be a relative: a member of the clergy, school principal, practising lawyer, magistrate-judge, medical doctor – assistant – bank manager or police officer.
