Question:

153 Mr. Ring asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Mayo was paid just £21.42 for his special beef premium payment. [29775/01]

The person concerned submitted an application for the 2001 special beef premium in respect of 13 animals on 2 April 2001. As the person named has submitted no area aid application for 2001, the stocking limit for the year is limited to 15 livestock units. After taking into account the milk quota of 13,013 gallons, the livestock unit entitlement available to the person named for special beef premium in 2001 is 0.15 livestock units.

The reckonable livestock units are obtained in respect of each calendar year as follows:

Male cattle up to and including 24 months on which Special Beef Premium and Bull Premium is claimed

0.6 livestock units each

Male cattle over 24 months old on which Special Beef Premium is claimed

1 livestock unit each

Ewes on which Ewe Premium is claimed

0.15 livestock units each

Suckler Cows

1 livestock unit each

Milk Quota of 876 gallons

1 livestock unit

The livestock unit value of milk quota is obtained by dividing the producer's milk quota in respect of a given calendar year by the national average yield per cow for that year, or by the recorded average milk yield per cow for the year where the producer is in an official milk recording scheme. The person named applied on 13 animals at 0.6 livestock units each but is only due premium in relation to a total of 0.15 livestock units.
The premium for one animal for special beef premium is £107.11. As the producer was only entitled to payment in respect of 0.15 LU he received £21.42, 80% of his full special beef premium entitlement for 2001.

Question:

154 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when an area based payment will be made to a person (details supplied) in County Mayo. [29776/01]

The person named did not submit his area aid application until 29 May 2001. Since this is more than 25 working days beyond the closing date for receipt of area aid applications, no area aid application can be admissible in this case and no area aid linked payments can be made in accordance with EU regulations.
