Dinny McGinley

Question:

115 Mr. McGinley asked the Minister for Agriculture, Food and Rural Development when a ten month cattle premium will be made to a person (details supplied) County Donegal. [31080/01]

The person named applied for special beef premia in respect of 12 animals on 28 June 2001. At an inspection on 31 July 2001 a total of 23 animals were present on the holding. Of those, nine animals over 20 days old were not registered on the database and had no passports. This represents 64.28% non-compliance. One of the nine animals without a passport was also non-compliant with tagging requirements.

The penalty for greater than 20% non-compliance with identification and registration requirements is loss of all special beef premia and extensification premia on animals for which special beef premia were applied in the 12 months prior to the date of inspection. That includes one application for eight animals submitted on 3 August 2000. Consequently, no special beef premium payments are due to the person named for 2001 scheme and payments made in respect of 2000 special beef premium and extensification premium will have to be recouped. The findings at the inspection were upheld at a review of the case. The person named has been advised of his right to appeal the decision to the headage and premia appeals unit.

Jimmy Deenihan

Question:

116 Mr. Deenihan asked the Minister for Agriculture, Food and Rural Development when a suckler cow grant will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [31081/01]

The person named made an application in respect of 29 animals under the 2001 suckler cow premium scheme. Payment of his 80% entitlement based on 28 animals and amounting to £3,636.78 issued on 4 December 2001. Further checks are required regarding the registration with SWS Bandon of animal tag number ZPCJ0097X which has not yet been cleared for payment. The person named has been informed by the district livestock office of my Department that, at the balance payment stage, his entitlement will be based on 29 animals, provided the registration problem is resolved.
