Question:

294 Mr. Higgins (Mayo) asked the Minister for Agriculture, Food and Rural Development the reason for the delay in a headage payment to a person (details supplied) in County Mayo. [1588/02]

An application for 2001 suckler cow premium scheme for seven cows was received on 23 March 2001. Payment cannot be made until a change of ownership from father who is deceased to son of the same name is finalised. The district veterinary office of my Department is currently dealing with this matter.

The person named has been paid slaughter premium for 2001 in respect of three animals found eligible on the basis of data recorded on the CMMS for the period 01/01/01 to 30/09/01. Payment to the amount of 127.20 has issued representing an 80% advance on the amount due.

The person named was paid 935.02, £736.39, under the 2001 area-based compensatory allowance scheme on 25 September 2001 in respect of 10.52 hectares of more severely handicapped land at 88.88, £70, per hectare. This compares with his average payment of 415.71, £327.40, under the old animal-based headage schemes in the three years 1998, 1999 and 2000.

295 Mr. Higgins (Mayo) asked the Minister for Agriculture, Food and Rural Development the reason for the delay in a suckler cow premium payment to a person (details supplied) in County Mayo. [1589/02]

The person named applied for premium for seven cows under the 2001 suckler cow premium scheme. Following an examination of his application it was found that according to the CMMS, four of these animals were not in the herd of origin at the time of application and there was no record on the CMMS database of them moving into his herd. The applicant has been advised to complete the necessary paperwork and notify CMMS in order to bring the movement details up to date. His application will be processed further when this matter is dealt with.
