The person named applied for premium on 20 cows and five heifers under the 2001 suckler cow premium scheme on 29 May 2001. Records showed that animal, tag number JPWW0105W, described as a cow on the application calved for the first time on 31/05/01. As the number of heifers – six – was greater than 20% of the number of animals submitted for premium, the animal in question was rejected. Four cows were not properly identified by ear tags, one having a brass tag was deleted without penalty and the other three were rejected. The herdowner was informed on 16 October 2001 that no premium was payable on his 2001 suckler cow application as clause 20(i) and clause 20(iv) of the terms and conditions of the scheme had been contravened. The applicant appealed this decision on 26 October 2001. The documentation submitted has been examined and the person named was informed on 8 January 2002 that animal tag number JPWW0105W is now eligible for payment as it has been accepted that an incorrect calving date was recorded on CMMS. The decision regarding the other four animals remains unchanged. In accordance with clause 33 of the terms and conditions of the suckler cow scheme, the application will now be processed on the basis of 21 eligible animals with a reduction penalty. The person named has also been informed that he may appeal this decision by completing an appeals form and sending it within 21 days to the headage and premia appeals unit.
