187 Mr. Howlin asked the Minister for Justice, Equality and Law Reform if he has received a request from a person (details supplied) for transfer to Shelton Abbey; if his attention has been drawn to the fact that this person is his mother's only living relative and that this person cannot communicate with her by telephone as she is deaf; if he will consider an application for such transfer from this person; and if he will make a statement on the matter. The prisoner concerned was sentenced to five years imprisonment with the last 18 months suspended for possession of drugs with intent to supply. He is currently accommodated in Portlaoise Prison and allowing for normal remission, he is due for release on the 4 October, 2002.
I am aware of the prisoner's personal circumstances and, accordingly, I have granted him several escorted visits to be with his mother since he was committed. Due to the seriousness of the offence, I am not prepared to grant him a transfer to an open centre. However, I can assure the Deputy that his case will be kept under review and that further concessions will be considered if appropriate.
