Question:

127 Dr. O'Hanlon asked the Minister for Justice, Equality and Law Reform the position regarding legislation to deal with the issue of ground rents on the west side of Main Street, Carrickmacross, County Monaghan; and if he will make a statement on the matter. [3979/02]

The position in so far as future legislation in relation to the abolition of ground rents is concerned, is that the Government's current legislation programme makes provision for such a Bill. The content of the proposed Bill continues to be examined by my Department in consultation with the Attorney General's office and the Land Registry, since it raises certain constitutional, technical and practical difficulties. I hope these difficulties can be overcome in a way that would improve on the readily available and reasonable system that already exists for the purchase of ground rents, and that details of the proposed legislation can be announced in the early part of this year.
