John Ellis

Question:

189 Mr. Ellis asked the Minister for Agriculture, Food and Rural Development if he will make premium payments to a person (details supplied) in County Sligo. [4692/02]

The person named applied for premium for 16 animals under the 2001 suckler cow premium scheme. An examination of the application showed that two of the animals were disposed of within the six months retention period and replaced with two animals purchased at a mart. The movement details for the replacement animals have been incorrectly recorded on the CMMS. The district livestock office of my Department along with the herdowner and the mart are endeavouring to have this matter resolved as soon as possible. The application will then be processed for payment.

Question:

190 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive a 2001 suckler cow premium. [4693/02]

The person named applied for premium for seven cows under the 2001 suckler cow premium scheme. In processing the application for payment it was found that two animals did not have a required date of last calving. The applicant was contacted on two occasions and requested to provide evidence of calving for the animals in question. He was also advised to forward details of his PPS number. It was found also that, according to CMMS records, animal tag number PMA380032 was slaughtered on 25 October 2001 and it was not replaced in accordance with the terms and conditions of the scheme. A formal notification dated 8 February, regarding these matters has issued to the person named. He has been informed to contact my Department within 21 days with evidence in support of his case if he wishes to seek a review of the situation.

Michael Ring

Question:

191 Mr. Ring asked the Minister for Agriculture, Food and Rural Development the number of young farmers who have applied for the farm installation grant scheme; the number who qualified for the scheme; and the number who received it. [4694/02]

Some 790 initial applications have been received in my Department under the installation aid scheme 2000 to 2006. Of these, 98 applications have been progressed by the applicants and all of these have been approved and paid.

Ned O'Keeffe

Question:

192 Mr. N. O'Keeffe asked the Minister for Agriculture, Food and Rural Development the reason a percentage of a REP scheme payment apart from the 10% penalty imposed was withheld from a person (details supplied) in County Cork. [4767/02]

When penalties are imposed for non-compliance under the REP scheme, interest is levied from the date that payment issued for the relevant year to the date of the inspection which detected non-compliance. It is calculated in accordance with the Courts Act, 1981 (Interest on Judgment Debts) Order, 1989. The original payment in this case amounted to €3,104.56. The 10% penalty imposed was €310.45 and it attracted interest of €24.89, giving a total deduction of €335.34.

Ned O'Keeffe

Question:

193 Mr. N. O'Keeffe asked the Minister for Agriculture, Food and Rural Development the position in relation to the recoupment of moneys in respect of a person (details supplied) in County Tipperary, in view of the submission of evidence of title to the commonage in question. [4768/02]

My Department has re-examined this case taking account of certain additional information supplied by the Deputy. On this basis the penalty for an area aid over-claim has been lifted and any payments due to the person named will issue shortly.
