269.Mr. Quinn asked the Minister for Justice, Equality and Law Reform the proposed statutory instruments being prepared in, or under the auspices of, his Department; the proposed effect of each; and if he will make a statement on the matter. [7191/02]

Prison (Disciplinary Code for Officers) Amendment Rules, 2001

To amend S.I. No. 289 of 1996 to provide for the following: (i) the incorporation into the Code of the provisions of the Prison Service policy document on Harassment, Sexual Harassment and Bullying(ii) to make further unrelated changes to the Code arising from experience in its operation and the incorporation into the Code proper of some of the provisions of a Memorandum of Understanding with the Prison Officers' Association in relation to the operation of the Principal Statutory Instrument.

Prison Rules

To update and consolidate existing prison rules.

Regulations to amend the Criminal Justice Act, 1984 (Electronic Recording of Interviews) Regulations 1997 (S.I. No. 74 of 1997)

To provide for the electronic recording of interviews with suspects detained under specified legislation in Garda Stations where equipment has been provided and installed for this purpose.

Employment Equality Act 1998 (Code of Practice) (Harassment Order) 2002

To declare the draft code of practice on sexual harassment and harassment in the workplace submitted by the Equality Authority under section 56 of the Employment Equality Act, 1998 to be an approved code of practice under the Act.

District Court (Amendment) Rules

To amend Rules governing practice and procedure in the District Courts.

Rules of the Superior Courts (Commission to Inquire into Child Abuse Act, 2000)

To amend Rules governing practice and procedure in the Superior Courts.

Rules of the Superior Courts (Remuneration of Committees of Wards of Court)

To amend Rules governing practice and procedure in the Superior Courts.

Rules of the Superior Courts (Planning and Development Act, 2000)

To amend Rules governing practice and procedure in the Superior Courts.

Rules of the Superior Courts (Criminal Justice Act, 1999)

To amend Rules governing practice and procedure in the Superior Courts.

Rules of the Superior Courts (Aviation Regulation Act, 2001)

To amend Rules governing practice and procedure in the Superior Courts.

Rules of the Superior Courts (Court of Criminal Appeal)

To amend Rules governing practice and procedure in the Superior Courts.

Statutory Instrument to provide for the establishment of a Tribunal of Inquiry

To provide for the establishment of a Tribunal of Inquiry to investigate matters arising from allegations made against gardaí in Donegal.

European Communities (Lawyers' Establishment) Regulations.

The Regulations will give effect to Directive No. 98/5/EC to facilitate the practice of the profession of lawyer on a permanent basis in a Member State other than that in which the qualification was obtained.

European Communities (Civil and Commercial Judgements) Regulations 2002

To give full effect to Council Regulation (EC) No. 44/2001 of 22 December, 2000 on jurisdiction and the recognition and enforcement of judgements in civil and commercial matters. The Council Regulation will enter into force on 1 March 2002.

Data Protection Act, 1988 (Section 5 (1)(d)) (Specification) Regulations

To update the Data Protection Act, 1988 (Section 5 (1)(d)) (Specification) Regulations 1993 in certain respects.

Regulations to be made under section 3 of the Irish Nationality and Citizenship Act, 1956 (No. 25 of 1956)

To prescribe the forms for use under the new section 6 of the Irish Nationality and Citizenship Act, 1956 (inserted by section 3 of the Irish Nationality and Citizenship Act, 2001).

Criminal Justice (Drug Trafficking) Act, 1996 (Attendance and Participation of Officers of Customs and Excise in Questioning Detained Persons) Regulations

To provide, by way of regulation, in accordance with Section 6 of the Criminal Justice (Drug Trafficking) Act, 1996 for the attendance and/or participation of an officer of customs and excise, in the questioning of a person detained in relation to a drug trafficking offence.

Criminal Justice (United Nations Convention Against Torture) Act, 2000 (Commencement) Order

To commence Section 11 of the Criminal Justice (United Nations Convention Against Torture) Act, 2000 to coincide with the date the Convention comes into force in this country – i.e. 30 days after the deposit of Ireland's instruments of ratification. The procedure for ratification is being dealt with by the Minister for Foreign Affairs.

Children Act, 2001 (Certain Provisions) (Commencement) Order

To bring into operation certain provisions of the Children Act, 2001.

International War Crimes Tribunals Act, 1998 (Section 37) Regulations

The proposed regulations will facilitate co-operation with the War Crimes Tribunals on Rwanda and former Yugoslavia.

Extradition (European Union Conventions) Act, 2001 (Commencement) Order, 2002

To bring into operation the provisions of the Extradition (European Union Conventions) Act, 2001

Criminal Justice Act, 1994, Section 46(1) Order

Designation of countries for the purposes of section 46(1) of the Criminal Justice Act, 1994 (external confiscation orders).

Criminal Justice Act, 1994, Section 47(1) Order

Designation of countries for the purposes of section 47(1) of the Criminal Justice Act, 1994 (external forfeiture orders).

Criminal Justice Act, 1994, Section 55(1) Order

Designation of countries for the purposes of section 55(1) of the Criminal Justice Act, 1994 (search for material relevant to investigation outside the State).

Criminal Justice (Theft and Fraud Offences) Act, 2001 (Commencement) Order

To commence sections of the Act not yet in force

Criminal Justice Act, 1994 (Section 57A) Order

To designate Nauru for the purpose of requiring financial institutions to reporting transactions having a connection with that state in order to prevent money laundering.

Criminal Justice Act, 1994 (Section 32(10)(a)) (Designation of Bodies) Regulations

To designate certain professions and other persons for the purpose of requiring them to report suspicions of money laundering in accordance with Directive 2001/97/EC of the European Parliament and the Council.
