I propose to take Questions Nos. 277 and 278 together.
On 27 November 2001, the Government approved the drafting of a National Tourism Development Authority Bill. This Bill, which is with the parliamentary draftsman's office, is to provide a statutory basis for a new authority to promote the development of sustainable tourist facilities and services, including promotion of training, human resource and marketing skills development in the tourism industry and other functions carried out by Bord Fáilte Éireann and CERT Limited respectively.
Following a Government decision on 25 January 2000, Campus and Stadium Ireland Development Limited was established under the Companies Acts to drive the design and development of the campus and stadium project. Responsibility for the project, including responsibility for preparing the legislation, transferred from the Department of the Taoiseach to the Department of Tourism, Sport and Recreation with effect from January 2001.
On 27 July 2001, the Government approved the drafting of legislation to establish the development entity for the project on a statutory footing. The legislation is being drafted by the office of the Chief Parliamentary Counsel.
The National Advisory Committee on Drugs was established in July 2000. Its role is to advise the Government on the prevalence, prevention, treatment and consequences of problem drug use in Ireland. It is a non-statutory body under the aegis of the Department and is pursuing a three year work programme of research. Its status will be reviewed at the end of this three year programme.
The national monitoring committee for the RAPID programme, which is non-statutory, was established pursuant to a Government decision in 2001 to oversee the implementation of the RAPID programme. Meanwhile, independent product management boards are being established to act as the final decision-making authority for grant approvals under the tourism measures of the regional operational programmes for the Border, Midlands and Western and the Southern and Eastern regions as provided for in their respective programme complements. These boards will be non-statutory. There are no proposals to move either the product management boards or the national monitoring committee for RAPID to a statutory basis.
