Question:

359 Mr. T. Hayes asked the Minister for the Environment and Local Government the funding which has been sanctioned to each county council area in the country for the community involvement scheme for 2002. [10120/02]

All local authorities were requested in 1994 to investigate the potential to promote and harness community support for certain non-national road works in their areas and guidelines for this purpose were set out in circular RW 4/94 from my Department. Local authorities have subsequently been reminded each year in the context of the notification of non-national road grant allocations that they should continue to seek such involvement in improvement and maintenance work in suitable non-national roads.

No specific funding is allocated for the community involvement scheme, however, local authorities may reserve a portion of the discretionary grant allocation for eligible schemes. Furthermore, as set out in circular RW 6/99, up to 75% of a county council's restoration programme grants may be set aside for community involvement schemes in cases where local contributions – in money or in kind – meet not less than 25% of the total cost of a project.

On the basis of the information currently available to my Department, details of the local authorities who have been operating projects under the community involvement scheme are set out in the following table. I am satisfied also that the significantly increased level of State funding provided in recent years, supplemented by county councils' own resources – including the community involvement scheme – is providing adequately for the ongoing maintenance and improvement needs of the non-national road network and will assist in its systematic and accelerated improvement.
