46 Mr. Gormley asked the Minister for Defence the reason for the two month delay in supplying a copy of Ireland's Individual Partnership Programme, IPP, for the Partnership for Peace to the Oireachtas Library, as promised in response to a parliamentary question from Deputy Sargent on 13 February 2002; the way in which Ireland's Partnership for Peace membership is to be accountable to Dáil Éireann given such a delay; and if he will make a statement on the matter. Minister for Defence (Mr. M. Smith): Ireland's individual programme for Partnership for Peace, IPP, was lodged in the Library on 9 April. The preparations for lodging the IPP with the Library, which involved co-ordination between officials of my Department and the Department of Foreign Affairs, took longer than anticipated when I answered questions on 13 February 2002. The delay in making the document available is regretted.
