Minister for Agriculture, Food and Rural Development
the amount of money included in the CLÁR programme for 2002; the money which has been allo cated; the projects to which the moneys have been allocated; and the amount of money which is left for allocation in 2002.

A sum of €12.7 million has been voted in the Estimates for my Department for the CLÁR Programme for 2002. CLÁR will fast track national development plan expenditure for state services and facilities in the sixteen areas selected for the programme which are those which have suffered the greatest depopulation decline since 1926 with the exception of the Cooley peninsula, which has been included based on the serious difficulties caused by foot and mouth disease. An extra, dedicated budget of €12.7 million per annum has been allocated to ensure the success of the programme in 2002 and 2003. Priority investments, as identified by the communities, cover infrastructure, social and community services.

Details of the top up funding under the sports capital grants 2002 are listed hereunder.
Working in tandem with the Department of Arts, Heritage, Gaeltacht and the Islands, a decision has been made to provide €300,000 from CLÁR funds in 2002 for the provision of capital infrastructure on Islands, thus expediting this work. Due to its expertise in this field and to avoid duplication, the Department of Arts, Heritage, Gaeltacht and the Islands has agreed to select the projects involved, subject to approval from my Department. The Department of Arts, Heritage, Gaeltacht and the Islands will shortly make its recommendations which will ensure that development work on the Islands is properly co-ordinated.
Other funding proposals are being discussed with the relevant Departments or State agencies and are near finalisation. The measures being discussed include communications, electricity, gas, postal services, technology units, public transport, education and community facilities.
