255 Mr. Penrose asked the Minister for Education and Science if his attention has been drawn to the fact that the midland region comprising Counties Longford, Westmeath, Offaly and Laois, received just 0.8% of funding for higher education research and development work; if his attention has further been drawn to the fact that this amounted to just ?2.87 million research and development during the 1999-2001 period out of a total budget of ?361.3 million; if he will take steps to correct this imbalance; his views on whether research and development capacity and capability must be provided in this region, to ensure regional development, industrial competitiveness and research led innovation; and if he will make a statement on the matter. Under the National Development Plan 2000-2006, the Government is providing some €700 million to support research, technological development and innovation in the third level sector. The aim is to support the development of a world class research environment in higher education in Ireland through areas designed to help to improve the research skills and capacity of third level institutions, raise the quality of teaching and learning activities in the institutions, increase the availability of highly skilled researchers in the labour force and to provide greater scope for collaboration between education and other sectors of the economy in respect of research.

This investment builds on the first dedicated block of funding of €6.35 million which was introduced in 1998, of which €5.1 million was for the support of institutional strategic research. The programme for research in third level institutions is the main element of the RTDI and education measure provided for in the NDP. The programme's objective is to strengthen the long-term capacity of third level institutions for high quality research. The defining characteristic of PRTLI is support for institutions with strategically focused and managed research programmes. The emphasis of the PRTLI is on assisting the third level institutions – both individually and collectively – to enhance and develop their research capabilities. Proposals must satisfy demanding criteria in regard to research quality, support for learning and teaching at the institution and the contribution to realising the goals and objectives of the institution's long-term research strategy. Awards under the programme follow rigorous competitive processes involving the application of international standards.

Athlone Institute of Technology is the only third level institution in the midland region comprising counties Longford, Westmeath, Offaly and Laois. This institute was successful in the initial programme in 1998 and the subsequent first cycle of the PRTLI. It was awarded €2.86 million of the €211 million available. These awards have facilitated the development of its centre for biopolymer and biomolecular research.
Funding is also provided specifically to the institutes of technology under the technological sector research strand of the RTDI programme. Of the €14 million allocated in the period 1999-2001 Athlone Institute of Technology received €888,334. The funding provides for training in research and development skills for graduates, training programmes for graduate entrepreneurs and support to develop research capacity in institutes of technology.
The funding awarded to institutions under these programmes is determined on a competitive basis involving rigorous examination by independent assessment panels to ensure the highest quality projects are assisted.
