Question:

215 Mr. F. McGrath asked the Minister for Communications, the Marine and Natural Resources if he will request information from the Dublin Port Company to ensure a proper and balanced debate on the Dublin Bay issue; whether, if the port gets permission to infill 52 acres of the bay, it will signal the end of infill development in the bay; if the port is becoming an estate management company rather than a working port; the research the port has done with regard to the proposed infill in relation to the flooding problem in Dublin; the reason it is charging ?190 for a copy of the environmental impact statement; the solutions planned to combat the problem regarding pollutant organisms discharged into the bay; the role the port played in having the proposed SPA boundaries redrawn; if his attention has been drawn to the fact that one can only interfere with something of this nature on scientific grounds; the plans of the port regarding the 25 acres of port land which has been vacated by the Irish Glass Bottle Company; the amount of the land in the port which is rented to businesses at below market rates; if the port needs extra land, the reason it continues to rent or sell the land it has already taken out of the bay to East Point Business Park; and the alternatives to the infilling of the bay which the port has considered. Dublin Port Company has applied, under section 10 of the Foreshore Act, 1933, for approval in respect of the proposed reclamation of some 21 hectares. The environmental impact statement (EIS) submitted by the company in relation to the proposed reclamation is being examined by consultants engaged by my Department who will advise as to whether it meets relevant statutory requirements. The Deputy will appreciate that it would be inappropriate for me to comment on any matters relating to the proposed reclamation.

It would be inappropriate also for me to comment on what are clearly operational matters fully within the responsibility of the port company.
