Question:

1382 Mr. P. McGrath asked the Minister for Justice, Equality and Law Reform the entitlements to welfare services, health services, education services and rights to employment for Irish passport holders who are resident outside the EU and intend to return to Ireland. [16465/02]

Section 29 of the Irish Nationality and Citizenship Act, 1956, states that "an Irish citizen, wherever born, shall be entitled to all the rights and privileges conferred by the terms of any enactment on persons born in Ireland." As the Deputy's question covers the responsibilities of several Departments, queries regarding specific entitlements should be addressed to the individual Department concerned.
