1425 Mr. Allen asked the Minister for Justice, Equality and Law Reform the amount paid since July 1997 to date in 2002 in fees, salary, allowances including delegates' allowances, expenses and other payments to any person in or under the aegis of his Department who is or was a special adviser within the meaning of the Ethics in Public Office Act, 1995; the name of the person in each case; the amount paid to each person; the breakdown as between salary, allowances, expenses and other payments; the date on which each person was appointed; if, in the case of persons no longer holding such position, the date on which the appointment ceased. The following table sets out the details required by the Deputy of any person appointed in or under the aegis of my Department who is or was a special adviser within the meaning of the Ethics in Public Office Act, 1995.

Question:

1426 Mr. Allen asked the Minister for Justice, Equality and Law Reform the amount paid since July 1997 to date in 2002 in fees, salary, allowances including delegates' allowances, expenses and other payments to any person including a body corporate or an un-incorporated body of persons in or under the aegis of his Department who is or was a consultant or was a person performing functions normally performed or capable of being performed by permanent civil servants or special advisers, but who was neither a permanent civil servant nor a special adviser with the meaning of the Ethics in Public Office Act, 1995; the name of the person in each case; the amount paid to each person; the breakdown as between salary, allowances, expenses or other payments; the date on which each person was appointed; if, in the case of persons no longer holding such position, the date on which the appointment ceased. I refer the Deputy to Parliamentary Question No. 585 for answer on 20 March 2002 which outlined details of consultants engaged by my Department from 1996 to the end of 2001. In addition to that, the following tabular statement lists details of consultants engaged by my Department in 2002 to date.

The tabular statement does not include consultants employed in the Courts Service during the year 2002 as it has not been possible to compile the detailed information requested by the Deputy in relation to the Courts Service in the time provided for answering parliamentary questions. However, the information is being compiled at present and it will be forwarded to the Deputy under separate cover.

In relation to prisons, as the Deputy will be aware, in the interest of the security of the prisons, it is not considered appropriate to identify consultancy firms or individual consultants in relation to certain prison works or prison building projects.

In relation to the Garda area, the information sought by the Deputy is not readily available and could be obtained only with the expenditure of an inordinate amount of staff time and resources which in the circumstances could not be justified.

In addition to the above the following persons were also employed in my Department.

Question:

1427 Mr. Allen asked the Minister for Justice, Equality and Law Reform the amount paid in legal fees by his Department in 1999, 2000, 2001 and to date in 2002; the persons to whom payment was made; and the amount of payment in each case. [17302/02]

I can inform the Deputy that the bulk of expenditure in respect of legal expenses paid by my Department falls under the criminal and civil legal aid schemes, details of which are provided to the Deputy on foot of Parliamentary Questions Nos. 957 on 30 January and 1360 today. By comparison, all other legal fees are not significant and, indeed, are not recorded by my Department in the format requested by the Deputy. In the circumstances, I am sure that the Deputy will appreciate that the additional information could only be compiled by diverting staff resources from other important work which, in my view, would not be justified in the circumstances.
