246 Mr. Allen asked the Minister for the Environment and Local Government the committees, boards, companies or other bodies under the auspices of his Department which were established since 1997 to date pursuant to statutory instrument; the particulars of the statutory instrument in each case; if there are proposals to have the body in question given a basis in statute as opposed to statutory instrument; and if he will make a statement on the matter. 369 Mr. Allen asked the Minister for the Environment and Local Government the committees, boards, companies or other bodies under the auspices of his Department which were established since 1997 to date otherwise than pursuant to statute or statutory instruments; if there are proposals to give the body in question a statutory basis; and if he will make a statement on the matter. 247 Mr. Allen asked the Minister for the Environment and Local Government the committees, boards, companies or other bodies under the auspices of his Department which it is proposed to establish; if it is intended that each such body will have a statutory basis; and if he will make a statement on the matter. [17630/02]

In addition to the wide range of bodies already operating under my Department's auspices, An Agreed Programme for Government has indicated two significant institutional initiatives: the National Waste Management Advisory Board to co-ordinate, monitor, review and advise on waste management policy; together with a Recycling Forum and Market Development Group, and an Office of Environment Enforcement, to audit the performance of local authorities in their environmental enforcement functions. Detailed proposals in relation to these matters are at present being considered by my Department. The precise form of the new bodies involved will emerge from that consideration. Various new committees are established on an ongoing basis to assist the better management of work associated with my Department and I expect this to continue.
