I propose to take Questions Nos. 16 and 166 together.

The strategic planning guidelines for the greater Dublin area, which were published on 25 March 1999, are intended to provide a long-term strategic planning framework for the development of the greater Dublin area. The guidelines were addressed to the local authorities in the greater Dublin area and to the Dublin and mid-east regional authorities. The Planning and Development Act, 2000 provides that these guidelines are now deemed to be regional planning guidelines as provided for in that Act. The review of the guidelines is, therefore, formally a matter to be undertaken by the two regional authorities in the area.

The imminent publication of the national spatial strategy will provide a context and a structure for the review of the GDA strategic planning guidelines. I expect that work on this review will be commenced by the regional authorities as soon as possible following the publication of the NSS.
