130 Mr. Murphy asked the Tánaiste and Minister for Enterprise, Trade and Employment the progress regarding a number of issues (details supplied) as highly rated by the Construction Industry Federation. [18989/02]

I am pleased to inform the Deputy about progress in the following areas: I have received the report from the implementation group on the establishment of the Personal Injuries Assessment Board, PIAB. I intend to publish the report after its presentation to Government. I also intend to set up the PIAB on an interim basis pending preparation of the legislation necessary to put the board on a statutory footing.

The Minister for Justice, Equality and Law Reform has recently made public his commitment to specific action to deal with fraudulent and spurious claims. The question of removal of the 2% stamp duty – formerly levy – on non-life insurance policies, the proceeds of which go to the Exchequer, is a matter for consideration by the Minister for Finance. He has agreed to examine the recommendation made in relation to this stamp duty at the next budget.

My Department, in conjunction with the Competition Authority, proposes to undertake a study concerning competition in the non-life insurance market, with particular reference to motor insurance, employer's liability and public liability insurance. Submissions have been invited on the preliminary consultation document containing the draft terms of reference for the study by 1 November next.
