Question:

325 Mr. Coveney asked the Minister for Communications, Marine and Natural Resources his plans to introduce legislation to tackle the increased use of spam or nuisance marketing techniques being used with e-mail and text messaging, to protect the consumer from information overload. [21384/02]

It is my intention to make regulations to control the use of unsolicited commercial e-mails and text messaging for the purposes of direct marketing before the end of 2003. These regulations will transpose into Irish law the requirements of European Parliament and Council Directive 2002/58/EC concerning the processing of personal data and the protection of privacy in the electronic communications sector.
