Vol. 560 No. 1

Written Answers. - National Car Test.

Pat Carey

Question:

789 Mr. Carey asked the Minister for Transport if he has given consideration to the possibility of having the provision of immoblisers in motor vehicles being made compulsory and subject to NCT requirements as a measure to deter car thieves; and his views on whether it is legally possible [1843/03]

Standards for anti-theft devices and immobilisers for new vehicles are specified in EU type approval law. These standards have been adopted at EU level following extensive consultation with vehicle manufacturers and with member states. All new cars sold within the European Union must be fitted with immobilisers that conform to the standards. Under internal market rules it is not possible for an individual member state to depart from the approved specifications without the agreement of the European Commission and the other member states.

The purpose of the NCT is to determine the roadworthiness of a vehicle and the checks on anti-theft devices are solely with that objective in mind.
