asked the Minister for Justice, Equality and Law Reform his views on whether a book of quantum will be introduced for the courts as in the Personal Injuries Assessment Board; his further views on whether the book should take into account the levels set in similar European jurisdictions; and his further views on whether enacting this will require a constitutional referendum specifically for the courts system. 54 Mr. Eamon Ryan asked the Minister for Justice, Equality and Law Reform if and when he intends to introduce legislation requiring the use of sworn affidavits in regard to personal injury cases; and if he also intends to introduce a perjury Bill in order that fraudulent claims will be referred to the Director of Public Prosecutions for prosecution. I propose to take Questions Nos. 36 and 54 together.

An Agreed Programme for Government contains a commitment to establish a set of guidelines for particular injuries. I am considering how this commitment might best be implemented.

The programme also promises that measures will be introduced to require certain forms of action to be supported by sworn affidavits so as to create a liability in perjury for fraudulent claims. I intend to develop proposals for legislation on this and other related issues as a matter of priority during this year.
