158 Mr. M. Higgins asked the Minister for Communications, Marine and Natural Resources if he will make a statement on the recent policy directions to ComReg regarding Internet access and communications objectives. [6257/03]

On 21 February 2003 I issued policy directions to the Commission for Communications Regulations in accordance with section 13 of the Communications Regulation Act 2002. They focus on a number of key policy priorities for the commission in the short to medium term. These policy directions, together with a report on the public consultation process, have been published on my Department's website. The text of the policy directions, together with the reason for their introduction, have also been published in Iris Oifigiúil in accordance with the Communications Regulation Act 2002.

The purpose of my policy direction on access to the Internet at flat rate charges is to ensure that the commission makes use of its powers as appropriate to facilitate the early introduction of retail flat rate Internet access services. Widespread availability of dial-up access to the Internet charged at flat rates and at affordable prices will stimulate the development demand for and supply of information society services. I have directed the commission to provide monthly progress updates on its delivery to consumers, and I expect that swift progress can now be expected in this area.

The purpose of my policy direction on communication objectives is to facilitate coherence among the various elements of public policy relevant to the communications sector. Government policy for the communications sector is reflected in the programme for Government and in the Department's statements of strategy. While the commission is independent in the performance of its functions, the regulatory framework for the communications sector is an element of public policy and should play its part in contributing to the achievement of these overall objectives for the sector.
