Question:

180 Mr. Broughan asked the Minister for Justice, Equality and Law Reform when he plans to bring forward legislative proposals arising from the report of the commission on liquor licensing on admission and service in licensed premises; and if he will make a statement on the matter. [7323/03]

In its report on admission and service in licensed premises, which was published in December last, the commission on liquor licensing identified certain weaknesses in the existing law in relation to drunkenness and pointed to the need to strengthen legislative provisions in this area. The commission made similar recommendations in relation to violent, quarrelsome and disorderly conduct on licensed premises.

Having considered the commission's recommendations, I decided that an urgent response was called for and I intend, therefore, to bring proposals to Government at an early date for the necessary legislative changes, including stronger penalties, as recommended by the commission. The necessary preparatory work is already under way in my Department and I hope to obtain Government approval for the amending legislation before Easter.
The commission made no formal recommendations for legislative changes in relation to equality issues in the December report but the report does contain a number of suggestions for changes to existing equality structures and procedures. The commission stated that any such changes would require further consideration and wider consultation.
Following publication of the report, I asked my Department to consult with the social partners as well as the ODEI, the Equality Tribunal and the Equality Authority about the equality issues raised by the commission, and to report to me on the outcome. I am awaiting the outcome of this consultation process before making any decisions in relation to equality structures and procedures.
