Vol. 564 No. 5

Written Answers - Strategic Management Initiative.

Michael Noonan

Question:

55 Mr. Noonan asked the Minister for Finance if he is satisfied with the progress made under SMI in publishing performance indicators by Departments. [9671/03]

Under the terms of the Public Service Management Act 1997, Departments and offices are obliged to submit draft three-year strategy statements to Ministers setting out strategic priorities, high-level objectives and associated performance indicators. Commentary on progress made in achieving the strategic priorities and their related objectives, including, commentary in relation to performance indicators, is set out in annual progress reports. I am satisfied that these indicators provide a basis for assessments of performance to be made over a wide number of policy areas.

Further improvements in Civil Service management systems and procedures are taking place in the context of the ongoing modernisation programme. Modern financial and non-financial information systems, and performance management systems are being put in place to underpin the quality, efficiency and effectiveness of output delivery.
