Question:

183 Mr. Ferris asked the Minister for Agriculture and Food the number of people who are currently working as part of the nine policy groups and steering group on North-South animal health issues. [11358/03]

I propose to take Questions Nos. 182 and 183 together.

The document endorsed by Ministers at the September 2002 meeting of the North-South Ministerial Council set a number of target dates for achieving progress towards convergence of northern and southern animal health policies. Since September 2002, the various policy groups and the steering committee established under North-South arrangements have taken forward a number of initiatives with a view to policy convergence and enhanced co-operation. In addition, discussions have been held with the British authorities concerning the external arrangements.

Detailed work of comparing, reviewing and, where appropriate, adjusting policies is ongoing. Where there has been slippage in the deadlines, the principal reasons are the extent of prior consultation required, the lead-in times needed in respect of any policy changes and the necessity, in some instances, for legislative changes.

The combined membership of the policy working groups and the steering committee is in excess of 100 officers from both administrations. In addition, other staff in the animal health divisions and veterinary services in both jurisdictions are involved in the comparison, consultation and review processes.
