Caoimhghín Ó Caoláin

Question:

258 Caoimhghín Ó Caoláin asked the Minister for Foreign Affairs if his attention has been drawn to the fact that the Irish national flag is reported, in the broadcast media, to have been displayed on a British Army armoured vehicle in Iraq during the course of the Anglo-American invasion; if this has been brought to his Department's attention; if it has been investigated; if this constitutes a breach of international law; if a protest has been made to the British Government; and if he will make a statement on the matter. I am aware of the reported incident from some media reports. However, I have been advised that a display of the national flag by a few individuals, as described by the Deputy, would not involve a breach of international law. Consequently, I do not think it requires action on our part.

The Government issues guidelines to assist people in giving due respect to the national flag. Observance of these guidelines is a matter for each individual. I would hope, however, that the national flag would be treated at all times with appropriate respect by those who use it.
The Department of the Taoiseach has general responsibility in relation to the national flag. This responsibility is primarily concerned with the protocol for the flying of the flag.
