Question:

103 Mr. Connaughton asked the Minister for Agriculture and Food when the new increased levels for a REP scheme will be paid for the year 2003; and if he will make a statement on the matter. [12528/03]

Under the relevant EU regulations, payment of increased REPS rates may be made once an appropriate amendment to Ireland's CAP rural development plan is approved by the European Commission following consultation with the EU Agricultural Structures, STAR, Committee. Proposals for such an amendment will be formulated and submitted to the Commission later this year, once the current consultative process on REPS is finished. It is anticipated that the process of securing Commission approval for higher REPS payment rates could take six to nine months. It is intended that farmers already in REPS will be able to avail of the new rates, but they may be required to adapt their REPS undertakings to conform with the terms of any amended scheme that may be approved by the Commission.
