Question:

185 Mr. Quinn asked the Minister for Justice, Equality and Law Reform his views on the call made by a person (details supplied) for the transfer of murder and rape trials to the Circuit Court as an emergency measure to cut waiting time for trials; and if he will make a statement on the matter. Last year a working group on the jurisdiction of the courts was established by the Courts Service Board. Its aim was to examine the existing jurisdiction of the courts of Ireland and make recommendations as to any changes which are desirable in the interests of the fair, expeditious and economic administration of justice. This included proposals for the establishment of new courts jurisdictions, whether appellate or first instance, for determining the appropriate number of judges for each jurisdiction and the supporting staffs required in such jurisdictions and for alterations in the quantitative or geographical limitations of existing jurisdictions.

The group's work is being carried out in modules and the first module is on criminal jurisdiction. It will report shortly on this module. I will then consider the question of jurisdiction further in the light of its report, together with all available information.
