Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a number of notices under Standing Order 31. I will call the Deputies in the order in which they submitted their notices to my office. In regard to the first topic I have received notice from Deputy Connolly and I call on him to state the matter.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the ongoing strike at Shannonside Northern Sound, the likelihood of a serious escalation of this strike, and the necessity for the directors and the chief executive officer of the station to observe their own agreed procedures for the settlement of disputes.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: the fact that farm families in Cavan-Monaghan, and in other parts of the country, are not being paid their REPS grants or having their applications under farm waste and development grants processed. This applies to those seeking approval and those who have completed their work for payment, yet farmers are under request or order from the local authority and the Department of Agriculture and Food to carry out farm waste management and dairy hygiene projects. Furthermore, under the Department of Agriculture and Food's protocol, first-time REPS grants are supposed to be paid within 12 weeks of application with second and subsequent payments at ten weeks.

I seek the adjournment of the Dáil under Standing Order 31 to debate the following urgent matter: in light of the new report by Amnesty International entitled Mental Illness, the Neglected Quarter, and its reference to homelessness, I request that the Government announces what plans it has to provide improved accommodation, staffing and follow-up care to people with mental illness who are without a home.

Having considered the matters raised, I do not believe they are contemplated by Standing Order 31 and therefore I cannot grant leave to move the motions.
