23 Mr. Crawford asked the Minister for Agriculture and Food if his attention has been drawn to the recently published FAPRI report; and if he will make a statement on the matter. [13933/03]

Following publication of the Commission's full mid-term review, MTR, proposals in January, I requested FAPRI Ireland to study the effects of the European Commission's proposals taking into account the detailed proposals for the mid-term review of the CAP and the current round of World Trade Organisation trade negotiations.

The study looks at the full MTR proposals, including not just decoupling, but degression, modulation and further reforms of the dairy and cereals sectors. The study also takes account of the proposals submitted to WTO by the Commission on negotiations on the current trade round. The analysis in the FAPRI Ireland document is provided at both aggregate and farm levels.

This independent study confirms that the MTR and WTO proposals have important implications for Ireland and Irish agriculture. I am referring the FAPRI Ireland study to the consultative groups for each sector that I established to consider the mid-term review proposals and the consultative group on WTO for their consideration.
