I propose to take Questions Nos. 108, 136, 138, 146 and 152 together.

I refer the Deputies to my reply to Question Nos. 108, 116, 126, 137, 139 and 141 of 26 March 2003. As I indicated in that reply, the joint approach being taken by me and my colleagues, the Ministers for Justice, Equality and Law Reform and Environment and Local Government, has three basic strands. These include a consultative process with the various agencies and bodies, a review of existing arrangements between Area Development Management Limited, Government Departments and other stakeholders, while the third element is a requirement that various local agencies and boards submit their business plans to city or county development boards for endorsement, in order to support greater coherence at local level.

The consultation process, which began in February, centres on invitations to input, which were issued to a wide range of bodies and agencies. While a number of responses have been received, the process is not yet complete. As indicated in my earlier reply it is intended to finish this part of the process with a national seminar in the near future.

My Department has now engaged consultants to undertake a review of arrangements relating to ADM Limited and I expect a report by this autumn. Submission of annual plans to county and city development boards has commenced. Guide lines are being developed to support the endorsement process.
Question No. 109 answered with Question No 92.
