Question:

187 Mr. Perry asked the Minister for Agriculture and Food if a REP scheme payment will be instantly released to a person (details supplied) in County Sligo; the reason for the delays; and if he will make a statement on the matter. [14345/03]

The application for payment from the person named was received in my Department on 24 April 2003 and is being processed in accordance with the targets set out in the protocol on direct payments to farmers.

Question:

188 Mr. Kenny asked the Minister for Agriculture and Food the average payment received by farmers in respect of agricultural payments made for each of the past two years; the percentage of payments received by the top 5% income earners among farmers; the breakdown of payments received by the next 20% of farmer income earners; the amount received by the lowest 10% of income earners; and if he will make a statement on the matter. [14362/03]

The national farm survey, NFS, produced by Teagasc is the only source of data where details of average payments received by farmers according to their farm income category is readily available. Data is only available in respect of 2000 and 2001 at this time and is in 10% denominations or deciles.

The NFS 2000 results provide an estimate of average payments to farmers according to their farm income category.

As can be seen from the 2001 information, the average direct payment was €11,473 per farm. The top 10% of farms (decile 10) in terms of farm family income received 22% of the total direct payments; the next 20% (deciles 8 and 9) received 28% and the bottom 10% (decile 1) received 6% of total direct payments.

Paul Connaughton

Question:

189 Mr. Connaughton asked the Minister for Agriculture and Food when a decision will be made on a REP scheme application by a person (details supplied) in County Galway; and if he will make a statement on the matter. [14466/03]

There is no record to hand of an application from the person named. The local office to which an application from her would be submitted is currently affected by an industrial dispute which may have prevented the lodging of an application or its being recorded on my Department's computer systems. Any outstanding applications will be processed quickly when the industrial action ends.

Question:

190 Mr. Connaughton asked the Minister for Agriculture and Food the reason 20% of the 2002 suckler cow grant has not been awarded to a person (details supplied) in County Galway; and if he will make a statement on the matter. [14467/03]

The person named applied for premium for 19 cows and three heifers under the 2002 suckler cow premium scheme. An 80% advance payment amounting to €3909.17 issued on 16 October 2002. This was in respect of 21.8 animals, which is the number of quota rights on record for the person named.

Under the terms and conditions of the scheme, a producer applying on 14 animals or more must continue to own, possess, hold and maintain on his holding during the retention period a number of heifers at least equal to 15% and at most equal to 40% of the total number of animals for which premium has been requested or have acceptable replacements for those animals. In processing the application for balancing payment it was found that one of the heifers calved during the retention period causing the heifer percentage to fall below the required 15% level. However, due to industrial action by the clerical staff in the Galway office who are members of the CPSU, the application cannot be processed further at this time.
