194 Mr. Rabbitte asked the Minister for Health and Children if guidelines have been issued to hospitals or health boards in regard to awarding franchises for the installation and operation of coin operated phones in hospitals or other buildings to which the public has access; if his attention has been drawn to the fact that such places as shopping centres are seeking tenders for the installation or operation of such phones and are raising considerable sums of money in the process; his views on whether health boards or hospitals should adopt a similar approach in view of the severe financial pressure that many are experiencing; and if he will make a statement on the matter. Guidelines specific to the award of franchises for coin operated phones have not been issued to hospitals or health boards. However, guidelines have been issued to the ERHA, all health boards and voluntary agencies detailing requirements for the procurement of all works, supplies and services. Health agencies are required to adhere to Government and EU procurement guidelines and directives in this area. Regional materials managers for all the health boards and hospitals are working under the auspices of the health boards executive, HEBE, on procurement generally and the implementation of the health service procurement strategy as adopted by the health board chief executive officers aimed at achieving value for money.

I will draw the Deputy's question to the attention of HEBE asking that this area be explored in relation to the VFM programmes in the health agencies with a view to realising any potential savings possible.
