The application for fifth year payment from the person named was not received in my Department by the deadline of 31 January 2003, after which he was subject to a penalty for late application. His REPS planner has claimed on his behalf that the application was posted in time. My Department wrote to the planner in late May, and when a reply is received a decision as to whether payment can be made will be communicated to the person named.
