Question:

146 Mr. Connaughton asked the Minister for Agriculture and Food the reason an extensification grant for the maximum amount has not been awarded to a person (details supplied) in County Galway; and if he will make a statement on the matter. [18950/03]

The person named participated in 2002 extensification premium, opting for the census system for the purposes of determining eligibility. Based on the numbers of bovine animals over the age of six months declared by the person named as being present on his holding on each of the five census dates for 2002, a stocking density of 1.5057 livestock units per hectare has been established. A cross-check against the CMMS animal database was also carried out and the same stocking density was arrived at. Under EU regulations, where the stocking density of a holding is between 1.40 and 1.80 livestock units per hectare, payment may only be made at the lower rate of €40.00 per qualifying animal. On 5 June 2003, the person named was paid the sum of €560.00, representing full payment on his 14 qualifying animals.
